403 Forbidden error even if test_mode:true

Have anyone got solution for this error when sending request 403 Forbidden
"test_mode": true and still getting below reply and I have not used any email or anything. First time I tried and gave this error -->

    Hi Prathmesh,

    Please send me your Dropbox Sign account's email address so that the Dropbox team can bypass the 10-test limitation. Thanks.

    If "test_mode":true is a key-value pair given to try dropbox sign api then why getting such errors?
